Project Control Officer (PCO) at Randstad

We are presently recruiting for a Senior Project Control Officer. Our client, located in Anjou, has a need for a PCO that will take responsibility for doing different types of follow-up and controls on projects. This person will assist/support project (and program) managers in their planning, scheduling, Clarity management, Logbook, Scorecard, Vouchers and Time tracking. You will collaborate with managers for the budgets and forecasts production (forecast: financial and resources). You will set-up and govern project sharepoint site.

Major Duties

Governance and Project Management Practice:

Master and communicate the governance rules / procedures established by the PMO and IT Services.
Ensure the governance rules and project management practices are applied with accuracy for all projects under his control.
Have to be proactive and demonstrate leadership in their PCO position.
Respect deadline/timeline agreed with Portfolio Director and Manager.

Project planning and resources:

Ensure for each project, a Gantt chart is available for a minimum period of 3 months ahead.
Ensure the availability of a resource plan aligned with the Gantt chart.
Provide a weekly report of the timesheets of all resources assigned to project under his/her control.
Follow-up on project management deliverables such as charter, status report, steering co etc.

Financial aspects of projects:

Confirm at the beginning of the project or for a new phase of the project, the sources of financing as well as the accurate cost center and resources rate. Monitor and report all of them on an on-going basis.
Define and ensure for all project costs and recurrent costs the appropriate cost centers and nature (CAPEX, EXPENSE, Cost Center, Pay PerUse, etc.).
Control and monitor all projects costs and purchase orders, from their creation to their full invoicing or closure, as the case may be, if not fully invoiced.
Work closely with the procurement team for purchase order creation and allocation to appropriate cost center and funding.

Projects Reporting & Clarity:

Validate the accuracy of the information presented in the report at the time of writing (planning, financial and issues) or getting info into Clarity.
Control quality and accuracy of all data shown in reports and clarity: date, phases, % completed, vital sign, financial, etc. When quality or accuracy not present, take action to rectify related data.
Assist projects and programs managers in the process of initiating projects by collaborating with the production of benefit costs analysis, Charter, etc.
Prepare projects baseline: budget/forecast Clarity, required documents and approvals (sign-offs).
Complete activities of project closure: survey, CBA closure, Clarity closure.
Follow and obtain providers invoicing and ensure billing process is completed properly.
Replace Project Manager as required.
