This is building inspectional and regulatory work at the full working level. An employee of this class inspects large or complex residential, commercial and industrial construction, repairs or alterations to ensure compliance with Building and Zoning by-laws and the BC Building Code. Field work involves inspecting construction to ensure that design, material, workmanship and safety features meet or exceed standards and conform to approved plans and specifications. Discusses construction, alteration and repair matters with contractors, property owners and other interested parties; interprets applicable by-law requirements; advises architects, engineers, owners, contractors and tradespersons of construction changes or corrections required and checks to ensure that deficiencies are corrected; renders technical assistance as required. Surveys fire-damaged buildings prior to repair. Prepares reports on inspections and issues inspection notices when required standards have been satisfied. Ensures that builder has obtained all necessary service and utility inspections and clearances before passing building for framing and occupancy. Other duties include assisting in training of subordinate Building Inspectors, performing plan checking tasks on a temporary basis. Gives factual evidence in court and performs related work as required.
Qualifications include graduation from an Institute of Technology with a Diploma in Building Technology and considerable experience as a Building Technologist and/or Building Inspector 2. Thorough knowledge of by-laws, acts and regulations related to the work; of standard practices, methods, materials, tools and equipment used in building construction. Ability to interpret by laws, regulations, plans and specifications quickly and accurately; to recognize faulty construction or hazardous conditions pertaining to structural stability of buildings; to understand, interpret and enforce regulations impartially and tactfully; to understand and follow oral and written instructions; to tactfully and effectively communicate orally and in writing with contractors, property owners and other parties and to exercise sound judgment in the performance of duties; to operate office equipment and computer applications (e.g. MS Word, MS Excel, Geographic Information System, Energov Permitting and Land Management System); and to establish and maintain effective working relations. Driver’s License for the Province of British Columbia and successful completion of the Building Officials’ Association of BC (BOABC) Level 3 Exam(s) are required.
